Abstract

Administration is regarded as a fundamental basis which cannot be neglected on the level of individuals and societies, due to its crucial role an organizing the basic needs of water and its administration to achieve its assigned goals. Islam is the pioneer religion which set the first rules of administration, when the Prophet Mohammed (peace be upon him) slice the first day of Revelation, through the religions nodulations which were intended to establish the Muslim community and administering its Issus suentifically.
